Position Summary

The Supply Operations Manager is directly responsible for all aspects of supply operations on the Enhanced Army Global Logistics Enterprise (EAGLE) at Fort Campbell, KY.

Manage applicable DoD transportation programs that requires an optimum mix that matches defense requirements with the various modes and methods of transportation, both military and commercial. Responsible for developing work methods and determining procedures for personal property, personnel, unit, material movements, equipment preparation, and packaging and processing of cargo for shipment. Develop contractual data and advice of capability to meet mission needs. Conduct studies, analyze problems and programs and propose solutions.

Essential Functions

  • Management and supervision over all supply operation services under the contract.

  • Analyze supply trends and develop/coordinate measures to meet contractual goals.

  • Plan, organize, and manage the work of subordinate staff to ensure that the work is accomplished in a manner consistent with contractual requirements.

  • Direct workflow, observe performance and resolve issues pertaining to inadequate response to supply requirements and requests.

  • Continually improve planning and scheduling of workloads to optimize resource utilization of employees, time, equipment and facilities.

  • Monitor operations to ensure that staff members comply with administrative policies and procedures, safety rules, collective bargaining agreements, environmental policies, and government regulations.

  • Establish and/or implement and enforce government & company standards, policies, goals, objectives, and/or procedures; ensure DA Supply Standards are achieved.

  • Prepare staff work schedules and assign specific duties; interview, hire and train personnel.

  • Manage the performance management process, conducting performance appraisals; provide coaching, training, and development with support from Human Resource (HR) personnel.

  • Build effective teams committed to organizational goals; foster collaboration among team members and between teams.

  • Coordinate work of the transportation department with authorized organizations and units supported.

  • Monitor budget and spending to ensure that expenses do not exceed approved budgets.

  • Analyze expenditures and other financial information to develop plans, policies, or budgets for saving cost or improving services.

  • Liaise between departments or other groups to improve function or communication.

  • Create and provide required reporting, planning, and SOP development as required by the contract.

  • Maintain customer's satisfaction at acceptable levels and promptly resolve customer issues.

  • Perform other duties as assigned by management.

Minimum Requirements

  • Must have a minimum of ten (10) years’ experience of direct supervisory experience in a U.S. Army supply related field.

  • Must have a comprehensive knowledge of governing supply regulations, policies, procedures and instructions. Additionally, intricate knowledge of analytical techniques and causative research skills to identify areas of needed emphasis to recommend improvements.

  • Must have a comprehensive knowledge of the installation’s supply, services and equipment management processes, related regulations and is required to ensure effective accountability of all assigned property.

  • Must have expert experience with Logistics Information Systems (LIS) and Global Combat Support System-Army (GCSS-A).

  • Must have the ability to provide information and reports, resolve issues and recommend actions to improve delivery of services to the customers.

  • Must have skills in verbal and written communications to conduct meetings, evaluate plans, and prepare reports, plans, and working instructions.

  • Possess an understanding of ISO 9001:2015 quality management system.

Education and Citizenship Requirements

  • Required: US nationality/citizenship and residence, with verbal and written fluency in English.

  • Required: Associate’s Degree from a recognized and accredited institution (Bachelor’s degree preferable).

  • Required: Applicants selected must ultimately possess a favorably adjudicated National Agency Check with Written Inquiries (NACI) or superior investigation conducted by the Office of Personnel Management (OPM). This will require the completion of a SF 85, Questionnaire for Non-Sensitive Positions and two FD 258s, Fingerprint Cards.

  • Desirable: Candidate must ideally have completed prerequisite training and have prior experience similar to that of U.S. Army Career Management Field 92 – Supply.

  • Desirable: Lean Six Sigma certification or experience.
