Position Summary

The Project Manager (PM) is directly responsible for all aspects of the maintenance, supply and transportation services on the Enhanced Army Global Logistics Enterprise (EAGLE) contract providing Logistics Support Services at Fort Campbell, KY. The PM must be highly qualified and possess general supervisory and management experience in maintenance, supply and transportation directly applicable to this effort. He/she manages project cost, schedule, quality and performance as well as customer priorities while ensuring regulatory compliance and adherence to collective bargaining agreements (CBA). The PM is required to have a current SECRET security clearance and shall have the autonomy from the corporate headquarters to execute the effort. The PM will ensure all site operations and activities are in accordance with and satisfy the requirements of the Performance Work Statement (PWS), authorized government direction, CBAs and Vanquish Worldwide, LLC policies and procedures. The PM is responsible for the site’s Quality Assurance / Quality Control (QA/QC).

Essential Functions

  • Management and supervision over all maintenance, supply and transportation services under the contract.

  • Ensure high quality, on time delivery of project requirements and services within scope with zero or positive deviation.

  • Plan, organize, and/or manage the work of subordinate staff to ensure that the work is accomplished in a manner consistent with contractual requirements.

  • Monitor operations to ensure that staff members comply with administrative policies and procedures, safety rules, collective bargaining agreements, environmental policies, and government regulations.

  • Establish and/or implement departmental policies, goals, objectives, and/or procedures in conjunction with organization officials, or staff members.

  • Prepare staff work schedules and assign specific duties; interview, hire and train personnel.

  • Manage the performance management process, conducting performance appraisals; provide coaching, training, career planning, development and salary administration for site personnel with support from Human Resource (HR) personnel.

  • Responsible for driving costs down to be competitive in the market place, control costs and maximize productivity through the implementation of effective methods and standard processes.

  • Monitor budget and spending to ensure that expenses do not exceed approved budgets.

  • Analyze expenditures and other financial information to develop plans, policies, or budgets for increasing profits or improving services.

  • Direct and/or coordinate the activities of operations department to obtain use of equipment, facilities, or human resources.

  • Negotiate, authorize, or monitor fulfillment of contracts with equipment or materials suppliers and vendors.

  • Liaise between departments or other groups to improve function or communication.

  • Lead and manage site operations in the effective creation, adoption, implementation and compliance of policies, processes, procedures, instructions and business best practices.

  • Create and provide required reporting, planning, and SOP development as required by the contract.

  • Ensure safe and healthy work environment through effective communication, training, equipment/vehicle maintenance and facilities improvement; responsible for safety program.

  • Build effective teams committed to organizational goals; foster collaboration among team members and between teams.

  • Maintain customer's satisfaction at acceptable levels and promptly resolve customer issues.

  • Other duties as assigned by management.

Minimum Requirements

  • Must have a current SECRET security clearance.

  • Must have a minimum eighteen (18) years’ of management experience in U.S. Army logistics and transportation operations.

  • Must have specific management experience in retail-level supply, maintenance or asset management.

  • Must possess general supervisory experience, supply management experience and transportation experience directly applicable to this project.

  • Experience with financial management and knowledge of Logistics Information Systems (LIS) to include Global Combat Support System-Army (GCSS-A).

  • Possess thorough understanding and ability to implement and manage ISO 9001:2015 quality management system.

  • Experience with union labor and collective bargaining agreements (CBA).

Education and Citizenship Requirements

  • Required: US nationality/citizenship and residence, with verbal and written fluency in English.

  • Required: Bachelor’s Degree in Management or other related discipline from a recognized and accredited institution.

  • Highly Desirable: Project Management Professional (PMP) and/or LEAN Six Sigma certification.
